My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government whether they can name any country, other than the United Kingdom, which is a member of the Council of Europe and which, in some cases, does not give its citizens a legal right to compensation for wrongful imprisonment.
