My Lords, at a convenient moment after 3.30 this afternoon my noble friend Lord Trefgarne will, with the leave of the House, repeat a Statement to be made in another place on the pay negotiations in the National Health Service.

I should like, in the normal way and with the leave of the House, to say a brief word about the timing of the two Short Debates this afternoon. Following the accepted principle that the mover should be entitled to approximately 15 minutes and that the Minister should rise to reply no later than 20 minutes before the scheduled end of each debate, may I suggest that other speakers should endeavour to limit their speeches to about 10 or 101 minutes in the case of the debate in the name of my noble friend Lord Vaizey and to about 12 minutes in the case of the debate in the name of my noble friend Lord Mottistone. If noble Lords speak for any longer they run the serious risk of depriving later speakers of their full opportunity.
