My Lords, before my noble friend Lord Cockfield makes a Statement, I should like, with the leave of the House, to confirm the way in which it is proposed that the House should conduct its business today. It has been agreed through the usual channels that the Second Reading and remaining stages of the Finance Bill should be taken formally this afternoon. This will be followed by a full economic debate on the Motion standing in the name of the noble Lord, Lord Jacques. Accordingly, a list of speakers has been prepared on this Motion.
