My Lords, before we begin our proceedings today, I wonder if I might be permitted to transgress the usual custom of the House, just to say that many noble Lords will have been deeply saddened to hear that the noble Lord, Lord Llewelyn-Davies, died earlier today. I should like to express what I am sure will be the feeling of the whole House: that our profound sympathy at this time should be conveyed to the noble Baroness, Lady Llewelyn-Davies, and her family.
