My Lords, I beg to move that this House doth agree with the Commons in their Amend ment No. 61. It has always been the Government's intention that the restrictions on harmful operations in areas which are subject to orders under Clause 29 should continue to apply for at least three months beyond the breakdown of negotiations for voluntary agreement in order that the Nature Conservancy Council should have time if necessary to start compulsory purchase proceedings. The amendment makes it clear that the restrictions will continue to apply for this period in cases where the council withdraws an unsuccessful offer as well as in cases where an offer is explicitly refused.
