§ Lord AlportMy Lords, I beg to introduce a Bill to make obligatory the holding of a constitutional referendum before a Bill which contains provisions to abolish the Second Chamber or to diminish its legislative powers may proceed beyond Third Reading in the House of Commons and to amend Section 2(1) of the Parliament Act 1911.
