§ Lord BellwinMy Lords, with the leave of the House I beg to move Amendments Nos. 22 and 23 together, since the first one is merely a paving amendment for the second. The main purpose of the new Section 178C in Clause 15 is to provide that the modified compensation arrangements for which provision is made earlier in the clause shall not apply to modifications of certain 436 fundamental aspects of a minerals planning permission, such as the size of area to be worked or the rate or depth of working, all of which affect the total quantity of minerals to be extracted. I beg to move that the House do agree with the Commons in their Amendments Nos. 22 and 23.
