Lord Elton rose to move, That the draft order laid before the House on 20th January be approved.

The noble Lord said: My Lords, as my noble friend Lord Long has explained, the amendments made to the Northern Ireland scheme by this order are exactly the same in substance as those which he described in introducing the previous order. I do not think therefore that it would profit the House if I recapitulated what he has already so ably said. I commend the order to the House and beg to move.
