§ Lord LYELLMy Lords, on behalf of my noble friend Lord Mansfield, I beg to introduce a Bill to provide for authorisation by the Secretary of State for Scotland of refusal to sell certain dwelling-houses, provided for elderly persons, under the Tenants' Rights, Etc. (Scotland) Act 1980; and to make minor amendments to that Act. I beg to move that this Bill be now read a first time.
