My Lords, I beg to move that this Bill be now read a second time. The Bill is a consolidation of a considerable body of law relating to the terms and conditions on which aid and assistance may be granted to overseas territories. It makes possible the repeal of no less than 17 complete Acts of Parliament and parts of 12 others, and therefore makes a useful contribution to the tidying up of the statute book. Apart from repealing as unnecessary Section 16 (1) and (2) of the West Indies Act 1967, it makes no changes in existing law. If your Lordships allow this Bill a Second Reading, it will be referred in the same way as the last Bill to the Joint Committee for its consideration. My Lords, I beg to move.
