My Lords, I beg to ask Her Majesty's Government a Question of which I have given Private Notice. The Question is as follows: To ask Her Majesty's Government whether they will make a Statement upon their response to the request of the New Hebrides authorities this morning, for a declaration of a State of Emergency.

My Lords, with the leave of the House, my noble friend Lord Trefgarne will answer this Question in the form of a Statement at a convenient moment after 12 noon. This will be followed by a Statement, which my noble friend will also repeat, that is being made in another place on Libya.
