§ Lord ALPORTMy Lords, I beg to introduce a Bill to make obligatory the holding of a constitutional referendum before a Bill which contains provisions to abolish the House of Lords, thereby reducing the Parliament of the United Kingdom to a single chamber, may proceed to a Second Reading in either House of Parliament.
