Lord LYELL rose to move, That the draft regulations laid before the House on 17th July he approved.

The noble Lord said: My Lords, I spoke to these regulations when I made my main speech and I have nothing further to add. I should like to thank the noble Lord, Lord Ponsonby, for his kind reception of my explanation. Would that all our business went through so swiftly, and were as simple as this. My Lords, I beg to move.
