My Lords, I beg leave to ask the Question which stands in my name on the Order Paper.

The Question was as follows:

To ask Her Majesty's Government when the projected second terminal at Gatwick will be in operation.

My Lords, the British Airports Authority estimate that the proposed second terminal at Gatwick could be in operation in 1985, subject to the outcome of the public inquiry.

My Lords, will the Minister agree that, whatever may be the outcome of the public inquiry, it is obviously essential that the second terminal at Gatwick is built?—because is that not central to the Government's policy on airports?

Lord TREFGARNE

My Lords, it is, of course, an important feature of our policy, hut, like everyone else, we are subject to the proper democratic processes.
