My Lords, I hesitate to get to my feet yet again, because I am sure the House has heard enough from me. I do so only because I am anxious to do what is correct. Until I came down to the House this evening I had no idea that the Second Reading of this Bill was coming before the House tonight; but as I am in the Chamber and as the Bill is receiving its Second Reading, I wish to make it quite clear that I have a very substantial interest in this Bill. As I am present, I feel it is only right to declare it.
