My Lords, I think I am right in saying, as I rise again to move that the House do agree with the Commons in their Amendment No. 3, that this was canvassed a little in debate in your Lordships' House when we were on Committee stage. The effect of Amendment No. 3 is to give effect, at the suggestion of the Government, to what the noble Lord, Lord Mishcon, was pressing for during what I think may have been the Second Reading of the Bill. I beg to move.
