Viscount St. DAVIDSMy Lords, I think it right that I should rise very briefly because on certain clauses, as a number of noble Lords will know, I had intended to move an Instruction to the Committee dealing with the Bill. However, I am happy to tell your Lordships that the proposers of the Bill have now promised to alter certain Parts of it which were thought to be inadvisable, and now there is no need for me to move the Instruction. Therefore, all that remains is for me to thank those noble Lords who would have supported me and to say, is this not a happy state of affairs, saving much time and money, and does it not show that this House has a useful purpose, by simply moving an Instruction, to protect us from some of the worst forms of the taking of unnecessary powers by local authorities?
