HL Deb 29 March 1979 vol 399 cc1662-3

[Note: The page and line refer to [Bill 51] as first printed for the Commons.] Page 2, line 4, after ("allowances") insert ("and may make such provision for the payment of pensions, gratuities or allowances to or in respect of persons who have ceased to be members of the Board,").

Lord WELLS-PESTELL

My Lords, it is desirable that if board members were to be paid it should be possible also to provide for them to be pensioned or otherwise compensated when their period of office is terminated. It was believed initially that this could be done under existing legislation. Indeed, this appears still to be the case; but we are now advised that it would be an inappropriate use of the powers conferred by these Acts, and the Amendment to Clause 2 of the present Bill removes any doubt as to the availability of appropriate powers. Like the clause which it amends, this is a contingency measure only. My Lords, I beg to move that this House doth agree with the Commons in the said Amendment.

Moved, That this House doth agree with the Commons in the said Amendment. —(Lord Wells-Pestell.)

Lord SANDYS

My Lords, we have no comment on this provision other than to state that the Bill as originally introduced into your Lordships' House on 18th January had a special bar on this provision under Clause 3(3), which has now been removed.

On Question, Motion agreed to.
