My Lords, I beg to move that the First Report from the Select committee be agreed to.

The Report was as follows:

1. APPOINTMENT OF SUB-COMMITTEES

The following members of the Committee were appointed to the Sub-Committees:

(a) Administration Committee

With the Clerk of the Parliaments and the Gentleman Usher of the Black Rod.

With power to co-opt further Lords.

(b) Library Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(c) Refreshment Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(d) Staff of the House Sub-Committee

With the Clerk of the Parliaments and the Gentleman Usher of the Black Rod.

With power to co-opt further Lords.

(e) Finance Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords.

(f) Works of Art Sub-Committee

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

(g) Sub-Committee on Computers

With the Clerk of the Parliaments.

With power to co-opt further Lords and to appoint their own Chairman.

2. PARLIAMENT OFFICE

The Committee approved the appointment of an additional Higher Executive Officer in the Registry and an additional Clerical/Executive Officer post in the Accountant's Office.

The Committee also agreed to the appointment of a part-time Personal Secretary in place of agency computer typists and to the substitution of a Clerical Officer for a Typist post.

The Committee authorised the appropriate rates of pay for the additional posts.

3. REVISED SCALES OF PAY

The Committee confirmed the application of Civil Service Memorandum CM/364 giving revised rates of pay to applicable staff of the House of Lords.

4. SUPERANNUATION

The Committee were notified of the following awards:—

  1. (a) Pension and lump sum to Group Captain R. M. B. Duke Woolley, D.S.O., D.F.C., Yeoman Usher of the Black Rod, who retired on 16th May 1979;
  2. (b) Pension and lump sum to Mrs. K. H. Allen, Cleaner, who retired on 13th May 1979;
  3. (c) Revised pension and lump sum to Mrs. M. I. Haynes, Clerical Officer, who retired on 1st June 1978;
  4. (d) Revised preserved pension and lump sum to Mrs. R. L. Whitworth, Personal Secretary, who resigned on 1st June 1978;
  5. (e) Revised pension and lump sum to Mr. L. T. George, Principal Doorkeeper, who retired on 28th June 1978;
  6. (f) Revised pension and lump sum to Mrs. J. M. P. McGuinness, Cleaner, who retired on 20th September 1978;
  7. (g) Revised pension and lump sum to Mrs. R. Heitman, Cleaner, who formally retired on 12th October 1978;
  8. (h) Revised pension and lump sum to Miss P. P. Foreman, Cleaner, who retired on 26th November 1978;
  9. (i) Revised pension and lump sum to Mr. A. G. Fuke, Senior Attendant, who retired on 30th November 1978;
  10. (j) Revised pension and lump sum to Mrs. M. A. Price, Cleaner, who retired on 24th December 1978;
  11. (k) Revised ill health gratuity to Mr. T. A. Davitt, Attendant, who retired on 1st November 1978;
  12. (l) Revised short service payment to Mrs. P. M. Bowden, Personal Secretary, who resigned on 31st January 1979;
  13. (m) Revised short service payment to Mr. R. St.C. Gainer, Clerical Officer, who resigned on 14th July 1978;
  14. (n) Revised short service payment to Mrs. L. E. Rivers, Clerical Officer, who resigned on 31st May 1978.
