Lord BROCKWAY asked Her Majesty's Government:

Which Governments have sponsored the Western draft Programme of Action for the United Nations Special Session on Disarmament and what is the attitude of the United States' Administration to its proposals, particularly the strengthening of the peace-keeping capacity of the United Nations.

Baroness LLEWELYN-DAVIES of HASTOE: The Western draft Programme of Action was sponsored by Australia, Belgium, Canada, Denmark, the Federal Republic of Germany, Italy, Japan, Netherlands, Norway and the United Kingdom. A copy is in the Library of the House. The draft was the subject of close consultations with the United States' Administration, who have extended their broad support to its objectives, including the proposal for a United Nations study on the strengthening of the Organisation's role in peace-keeping and the peaceful settlement of disputes.
