Lord BARNBY asked Her Majesty's Government:

How many Members of the United Nations are in arrears with their contributions; which country is most in arrears: for what amount; and for how long has it been in arrears.

Baroness LLEWELYN-DAVIES of HASTOE: According to United Nations document ST/ADM/SER.B/233 of 22nd February 1978 (a copy of which has been placed in the Library), contributions to the regular budget of the United Nations were outstanding from 63 Member States on 31st December 1977. According to the same document, the largest outstanding contribution, 32,522,168 US dollars was due from the Union of Soviet Socialist Republics. The USSR have been withholding certain parts of their regular budget assessments since 1963.
