§ Lord WELLS-PESTELLMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 11. In so doing, perhaps your Lordships will allow me to speak to Amendment No. 13 and Amendments Nos. 19 to 23 inclusive. This Amendment gives the committee power to make an order of conditional registration for up to two months. This means that when a complaint has been made, the preliminary committee—and I hope that the noble Lord, Lord Hunt, will put me right if I am wrong on this—before passing it over to the appropriate main committee like the Health Committee or the Professional Conduct Committee, can make an order for a period of two months stopping the member of the profession from practising because they consider the situation is rather serious and therefore some action should be taken to stop practice there and then. But their power to do so under this particular Amendment does not go beyond two months. Amendments No. 13 and Nos. 19 to 23 all hinge on this. I beg to move.
