My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That it be an Instruction to the Committee of the Whole House to whom the Scotland Bill has been committed that they consider the Bill in the following order, viz.:—

My Lords, bearing in mind the number of clauses and Schedules, their nature and what lies behind them, is the noble and learned Lord of the opinion that a sufficient number of days has been allowed for discussion of the list he is now moving? Is it too late to consider allowing sufficient days to enable adequate consideration of these important clauses and Schedules to take place?

My Lords, I am not sure that this is either the appropriate occasion or the moment to deal with the allocation of time for these matters. I have no doubt that a further opportunity will arise, of which I am quite confident that the noble Lord will take full advantage.
