§ The LORD PRIVY SEAL (Lord Peart)My Lords, I beg to move the Motion standing in my name on the Order Paper. Its main purpose is to effect the replacement of Lord Brimelow in the delegation to the European Parliament with Lord Murray of Gravesend. This part of the Motion is absolutely routine and is in a form with which the House is familiar. I would, however, explain that the second part of the Motion is included for the avoidance of doubt. It could be argued that it is not strictly necessary as the Motions which effect changes in the delegation to the European Parliament are in the nature of amendments to the original Motion of 3rd July 1975, which included the provision that the designations remain in 377 force and effect notwithstanding Prorogation or Dissolution of Parliament. However, I think it is desirable, as I said earlier, for the avoidance of doubt, that it should be absolutely clear to all that the designation of Lords replacing those named in the original Motion is on exactly the same terms as the designation of the original membership. Due no doubt to an oversight, these words were not included in the Motion designating Lord Kennet a Member of the European Parliament. This is why his name is included with Lord Murray of Gravesend's in the present Motion. I beg to move.
Moved, That with effect from 30th June 1978, the Lord Murray of Gravesend be designated a Member of the European Parliament in the place of the Lord Brimelow; and that this order and that of 21st February last designating the Lord Kennet a Member of the European Parliament shall remain in force and effect, notwithstanding the Prorogation or Dissolution of Parliament, until this House otherwise orders.—(Lord Peart.)
