§ The LORD CHANCELLORMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 14. This Amendment enables the Lord Chancellor, in exceptional circumstances, to appoint a person who is not legally qualified to one of the posts set out in Schedule 3; for example, staff who have served for a long per rod in the office or department in question, and who have thereby acquired a wide experience of its work. There is legislative provision in England to enable such persons in the Principal Registry of the Family Division to be appointed as Registrars, and many such appointments 267 have been successfully made, I beg to move.
