The CHAIRMAN of COMMITTEES (Lord Aberdare)

My Lords, I beg to move the Motion standing in my name on the Order Paper.

Moved, That the Fourth Report from the Select Committee be agreed to.—(The Chairman of Committees.)

The Report was as follows:

1. SECURITY

The Committee were informed of a recommendation to increase the complement of Security Officers and approved provision to meet the additional cost.

2. PARLIAMENT OFFICE AND LIBRARY

The Committee approved the appointment of an additional Executive Officer for the Information Office and an additional Personal Secretary for the Library. The Committee also agreed to the regrading of the following posts in the Overseas Office:

The Committee authorised the consequential revision of scales of pay for these posts and the payment of a Responsibility Allowance to one Clerical Officer in the Parliament Office.

3. REVISED SCALES OF PAY AND ALLOWANCES

The Committee confirmed the application of the following Civil Service memoranda:

giving revised rates of pay and allowances to applicable permanent and temporary staff.

4. UNIFORM ALLOWANCE

The Committee approved an increase in the initial allowance paid to Clerks appointed to the Table and the Gentleman Usher of the Black Rod.

5. SUPERANNUATION

The Committee were notified of the following awards:—

  1. (a) Pension and lump sum to Mr. L. T. George, BEM, Principal Doorkeeper, who retired on 28th June 1978.
  2. (b) Pension and lump sum to Mrs. M. I. Haynes, Clerical Officer, who retired on 1st June 1978.

6. COMPUTER DEVELOPMENTS

A Report from the Sub-Committee on Computers was made.

The Committee agreed in principle a recommendation that a Computer Officer, with technical knowledge and experience in the use of computers, should be appointed jointly by the two Houses.

My Lords, may I ask whether the noble Lord the Chairman of Committees will thank the Offices Committee for their proposal to increase the staff of the Library which, if I may say so, was a commendably quick response to a request made from all quarters of the House in the debate on the report of the Library.
