My Lords, in moving this Motion, may I say some brief words of explanation on the next two Motions. Both are procedural Motions with the same purpose: to enable the four Private Bills to continue their progress through Parliament next Session. It is in no way the fault of the Promoters that the Bills will not have been through both Houses before the end of this Session. The Tyne and Wear Passenger Transport Bill is a Commons Bill still in that House. My first Motion seeks your Lordships' agreement to the carry-over Motion passed in the Commons last Thursday. The three other Bills are also Commons Bills recently arrived in this House. My second Motion seeks authority to carry them over into the next Session. I beg to move the first Motion standing in my name on the Order Paper.
