§ The LORD CHANCELLOR (Lord Elwyn-Jones)My Lords, I beg to move that this Bill be now read a second time. This is an up-dated version of the Bill which passed through your Lordships' House last Session and was then overtaken by the Amendments made to the legislation being consolidated, so that it could not progress further. These Amendments have now been embodied in the present Bill. It is pure consolidation and makes no changes in the existing law. If given a Second Reading now, it will be referred to the Joint Committee on Consolidation Bills in the normal way. I beg to move.
