§ The noble Lord said: My Lords, I hope that I may deal with these Amendments 313 very briefly, as they were the subject of a full debate in this House on 17th July last. The noble Baroness, Lady Young, moved a motion seeking to make these Amendments to the Bill on Third Reading. Their object is to restore to the Bill Amendments, which were refused by a Select Committee, to exclude the city of Birmingham from certain provisions in the Bill. We had a full debate and the House agreed to the Motion in the name of the noble Baroness without a Division, and I undertook to put down these Amendments on Third Reading. I think that I need do no more than to move them en bloc. I beg to move.
