Lord ABERDARE moved the following Amendments en bloc:

Clause 60, page 50, line 3, after ("60") insert ("(1)").

Page 50, line 15, at end insert— ("(2) This Part shall not apply to the city of Birmingham.").

Clause 70, page 57, line 5, at end insert— ("(3) This Part shall not apply to the city of Birmingham.").

The noble Lord said: My Lords, I hope that I may deal with these Amendments very briefly, as they were the subject of a full debate in this House on 17th July last. The noble Baroness, Lady Young, moved a motion seeking to make these Amendments to the Bill on Third Reading. Their object is to restore to the Bill Amendments, which were refused by a Select Committee, to exclude the city of Birmingham from certain provisions in the Bill. We had a full debate and the House agreed to the Motion in the name of the noble Baroness without a Division, and I undertook to put down these Amendments on Third Reading. I think that I need do no more than to move them en bloc. I beg to move.
