My Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 16 to 31 en bloc. Many of these are of a minor drafting character, particularly Amendments Nos. 16 to 19 inclusive and 22 to 31 inclusive. In regard to Amendment No. 20, subsection (5) is defective in that it does not specifically give the comptroller power, after he has decided that a person is entitled to a licence, to order its grant. Amendment No. 20 cures this defect.

Amendments Nos. 21 and 312 are consequential upon action that we took in your Lordships' House to divide the original Clause 3 into two clauses and I hope will be acceptable. In moving Amendments Nos. 16 to 31, may I suggest we also take note of Amendments Nos. 40, 63 and 132?
