24 Clause 9, page 8, line 38, leave out from "both" to end of line 40 and insert— (5A) Proceedings for an offence under this section shall not be instituted against any person except by or with the consent of the Attorney General".

My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 24. This Amendment has two effects: first, it brings the penalties into line with those in the rest of Part II of the Bill and in addition it requires the consent of the Attorney-General before a prosecution may be brought. In view of the possible international and public policy implications of the occupation of diplomatic premises, this seems to us a sensible precaution. It is quite a common ground for requiring the consent of the Attorney-General.
