Lord WINDLESHAM had given Notice of his intention to move to resolve, That:

(1) In the next Session of Parliament there shall be established one or more Select Committees matching policy areas in order to scrutinise Bills and other proposals within those areas as proposed in Part III of the First Report from the Select Committee of this House on Practice and Procedure (HL 141); and

(2) The implementation of this resolution be referred to the Procedure Committee.

The noble Lord said: My Lords, as indicated in the previous debate, it is not my intention to make a further speech. We have explored the subject at some length. I am willing to rest on the good faith of the Leader of the House. We know he is speaking from a brief; he is not entirely a free agent. But he is a man whom we have learned to admire and to trust. If he says he will carry away the spirit of this debate; what the members of the Select Committee have said; and what my noble friend the Leader of the Opposition has said; I am willing to leave it at that. So I do not intend to move the Motion in my name.
