My Lords, on behalf of my noble friend the Leader of the House, I beg to move the Motion standing in his name on the Order Paper.

My Lords, I am sorry to intervene, but I am somewhat confused about the terminology in this proposition. I always understood, but I am ready to be corrected, particularly by the intellectuals in your Lordships' House, that the term "advance" meant going forward. Now I understand from this proposition that "advance" means going backward. Is this the new strategy of the Government? Can somebody explain the matter to me?
