My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 43. This Amendment is necessary because of the provision of Clause 26(1) by which meanings of expressions used in the Bill and in the 1965 Registration Act are the same, unless the context otherwise requires or unless subsection (2) provides otherwise. In the 1965 Act the expression "name" does not include surname; it means only "Christian name or forename". For this Bill, however, the word "name", which occurs for example in Clauses 9 and 10, is intended to embrace both name and surname. It is therefore necessary to make clear that the word "name" in the Bill has a more extensive meaning than the same word in the 1965 Act.
