Lord ABERDARE rose to move that the Second Report from the Select Committee be agreed to.

The Report was as follows:

1. PRAYERS FOR THE PARLIAMENT: SILVER JUBILEE

The Committee were informed that a special prayer will be read on 4th May before the presentation of an Address to the Queen.

2. LIBRARY

The Report from the Working Group appointed to review the House of Lords' Library was referred to the Library Sub-Committee for consideration.

A Report from the Library Sub-Committee for the year 1976 was laid before the Committee and agreed.

The Sub-Committee reported that they had unanimously agreed to recommend the appointment of Mr. Roger Morgan to succeed Mr. Christopher Dobson as Librarian from 1st June 1977. The Committee confirmed the appointment of Mr. Morgan and expressed their appreciation of the manner in which Mr. Dobson had carried out his duties and of the valuable years of service he had given to the House.

The Committee were informed of the appointment of Miss Hilary Tomei as Library Clerk.

3. PARLIAMENT OFFICE

A Report from the Sub-Committee on the Parliament Office was received.

4. DEPARTMENT OF BLACK ROD

The Committee were informed of the impending retirement of the Gentleman Usher.

5. DOORKEEPERS

The Committee authorised provision for lightweight clothing for Doorkeepers during hot weather.

6. SUPERANNUATION

The Committee sanctioned the payment of the following superannuation awards:—

  1. (a) Revised pension and lump sum to Mr. P. A. Atchison, who retired after reemployed service as Clerical Officer on 12th March 1977
  2. (b) Short service gratuity to Mrs. G. K. Baker, Personal Secretary, who resigned on 25th February 1977.

The noble Lord said: My Lords, there is only one point to which I should like to draw your Lordships' attention, under the heading, "Library". Mr. Christopher Dobson will be retiring as Librarian from 1st June 1977. He has been Librarian since 1956, at a time when the demand on the Library has grown enormously, and I am sure it would be your Lordships' wish to express our great gratitude to him for the services he has given us as Librarian. I know that if the noble Viscount, Lord Eccles, who is chairman of the Library Sub-Committee, had been here today he would have especially liked to express his gratitude to the Librarian for his work. I beg to move.
