My Lords, before moving this Second Reading, may I take the opportunity to express my deep sorrow and, I am sure, that of the whole House, at the death during the Recess of the noble Lord, Lord Merthyr, who was a predecessor of mine as Chairman of Committees, and to send our sympathy to his widow and the family. My Lords, I beg to move that this Bill be now read a second time.
