My Lords, on behalf of my noble friend Lord Kirkhill, I beg to introduce a Bill to amend the Town and Country Planning (Scotland) Act 1972 in relation to the preparation and adoption of local plans and stop notices; to amend Part IX of the Local Government (Scotland) Act 1973 to provide for appeals against decisions of regional planning authorities on applications for planning permission referred to them; and for connected purposes. I beg to move that this Bill be now read a first time.
