My Lords, with the leave of the House I beg to move that this House doth not insist on their Amendments Nos. 64 to 66 en bloc, to which the Commons have disagreed for the Reason numbered 67. This Amendment removes from the Bill the Secretary of State's power to make provisions in regulations for the quorum and procedure of the Board in relation to applications for authorisations. The Secretary of State intends to carry out the required consultation, which includes the Board, on regulations which would not lay down what the Board quorum should be when it meets to perform any of its functions under Parts II and III of the Bill but which would lay down, for the benefit of applicants and other interested people, the procedure the Board would follow when dealing with authorisation applicants. The Government wish to provide the Board, so far as is possible, with the independence which was proposed for it in the Goodman Agreement while ensuring that people with an interest in an authorisation application should have information available to them enabling them to be quite clear what steps they should take to apply for an authorisation or to make their views known to the Board.
