My Lords, with the leave of the House, I beg to move that this House doth not insist on their Amendments Nos. 42 to 45 en bloc, to which the Commons have disagreed for the Reason numbered 46, which, as your Lordships will have noted, is: Because the Amendments lead to a weakening of the safeguards which the Bill requires for the interests of NHS patients. I beg to move.

My Lords, I find it very difficult to accept that Reason, that by including these further provisions damage would be done to National Health Service patients. On this side of the House we have believed all the way through—and I think the future will prove it to be true—that as a result of this Bill the National Health Service will be worse than it was beforehand. We are not going to insist on these Amendments, but I find it very extraordinary that the Government should give that as the Reason for not accepting them, when in fact they are out to damage National Health Service patients by this Bill in any event.
