My Lords, I beg to move that the Commons Reasons and Commons Amendments be considered forthwith. I am in a little difficulty, because I see that the noble Baroness, Lady Young, is not at the moment in her place. I would therefore ask for the indulgence of the House because your Lordships have shown indulgence to me in a similar situation on more than one occasion.
