17 Clause 2, page 2, line 38, at end insert "and if the Secretary of State does so require, he shall inform the local authority of his detailed reasons for finding the proposals unsatisfactory."

The Commons disagreed to this Amendment for the following Reason:

18 Because the Amendment is consequential upon the Amendment made by the Lords to page 2, line 35, to which the Commons have disagreed.

My Lords, I beg to move that this House doth not insist on their Amendment No. 17, to which the Commons have disagreed for the Reason numbered 18, and I propose Amendment No. 18A in lieu thereof: 18A Page 2, line 35, leave out from ("unsatisfactory") to end of line 38 and insert ("and any such requirement—

  1. (a) shall be accompanied by a statement of the matters in relation to which the previous proposals are in his opinion unsatisfactory and of the reasons for his opinion; and
  2. (b) may specify conditions to be fulfilled by the further proposals with respect to any of those matters.")
I have already spoken to this.
