Clause 11, page 11, line 12, leave out "section 6" and insert "sections (prepacked and other goods), (solid fuel) and 6 and schedules (prepacked and other goods) and (solid fuel)."

My Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 11 and 12. Amendment No. 11 exempts the new provisions relating to solid fuel from the general coming into operation date of one month after the Bill is passed. The general enabling provisions contained in the Bill do not in themselves impose any new requirements and there is no reason why they should not come into operation quickly.

The provisions relating to solid fuel impose new requirements, such as that for signs on lorries, and therefore should not come into operation until the required consultation with interested parties has taken place. Amendment No. 12 provides that the new provisions relating to solid fuel and the temporary restriction on the removal of Imperial prescribed quantities shall not apply to Northern Ireland. In the case of solid fuel separate provision is made in the Bill. Since Northern Ireland follows the Great Britain practice on prescribed quantities it is not considered necessary to make any Amendments concerning these to the Northern Ireland Act.
