Clause 3, page 4, line 42, at end insert—
(4A) The conditions which may be attached to the provision of finance under this section include conditions for repayment of the whole or any part of a grant in any circumstances.
§ The LORD CHANCELLORMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 9, with which it is convenient to deal with Amendment No. 23. Amendment No. 9 gives a power to the Board when giving financial assistance under the general powers in Clause 3 to impose conditions, including conditions that may provide for the repayment in certain specified circumstances of all or part of any grants made. Amendment No. 23 gives a similar power to the Secretary of State to impose conditions when giving financial assistance to social bodies under Clause 25. Amendment No. 23 also amplifies the powers in Clause 25 by empowering the Secretary of State to give assistance to social bodies by way of guarantees as well as by grant or loan, and by providing that any grants repaid to the Secretary of State under the new provision shall be paid into the Consolidated Fund. I beg to move.
