HL Deb 16 November 1976 vol 377 cc1187-8

29 Clause 6, page 9, line 39, at end insert: (1A) It shall be the duty of each Corporation to seek consultation with other organisations not being relevant trade unions, as appears to it to represent substantial proportions of the persons or of any class of persons in the employment of the Corporation or any of its wholly owned subsidiaries for the purposes specified in paragraphs (c) and (d) of subsection (2) below.

The Commons disagreed to this Amendment for the following Reason:

30 Because it is unnecessary to impose a statutory obligation to consult professional organisations.

Lord MELCHETT

My Lords, I beg to move that this House doth not insist on their Amendment No. 29 to which the Commons have disagreed for the Reason numbered 30. We have just discussed a similar Amendment—Amendment No. 25 to Clause 5—and for the same reasons I would urge noble Lords not to insist on Amendment No. 29.

Moved, That this House doth not insist on the said Amendment, to which the Commons have disagreed for the Reason numbered 30.—(Lord Melchett.)

Lord CARR of HADLEY

My Lords, I want to point out simply that once again the Reason given by the Commons is totally irrelevant to the Amendment. Again, the words "professional organisation" are not only not included in the Amendment but were specifically excluded by your Lordships when dealing with this matter. The noble Lord, Lord Melchett, said that this was all due to the rush. I cannot refrain from asking: Who has caused the rush? I think that the Government really ought to be ashamed of themselves in dealing with this matter in this slipshod and wholly unsatisfactory manner.

On Question, Motion agreed to.
