§ Baroness STEDMANMy Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 5. It is linked with Amendments Nos. 8 and 19. The effect of these Amendments is to gather up the procedural provisions relating to most of the order-making powers of the Secretary of State and place them in one new clause.
