My Lords, I beg to move that this House doth agree with the Commons in their Amendments Nos. 1 and 2. As introduced, the Bill was to be brought into effect by means of a commencement order, or orders, to which Clause 33(1) and (2) would apply. On recommitment to the Joint Committee, Clause 36(3) was amended to provide that the Bill should come into force on the specified day, the 15th November. With the amendments made by the Joint Committee to specify a date on which the Bill is to come into force, there are no provisions for the making of orders by the Secretary of State to that effect. The references to such orders in Clause 33(1) and (2) are therefore unnecessary.
