§ Lord KIRKHILLMy Lords I beg to move that this House doth agree with the Commons in their Amendment No. 42. This Government Amendment was drafted in response to an Amendment tabled by the Opposition in another place. The Government have always intended that the power of access in paragraph 3 of Schedule 2 would be exercised "at reasonable hours ". I hope your Lordships will welcome the reflection of that intention on the face of the Bill.

§ Lord STRATHCONA and MOUNT ROYALMy Lords, I should like to thank the noble Lord for that Amendment which goes quite a long way towards meeting a 807 point which was raised earlier. In so doing, may I mention that it would have been even more satisfactory if this provision could have been applied also to sub-paragraph (1)(a). However, we are thankful for what we can get.
