Because it is necessary to include a procedure under which applications for Sunday opening are made to licensing boards.

My Lords, I beg to move that this House doth not insist on their Amendment No. 3 to which the Commons have disagreed for the Reason numbered 4. The effect of Amendment No. 3 was to make Sunday opening unrestricted. The other place regard the safeguards of Schedule 4 as being necessary, and I recommend that your Lordships' House should not insist on Amendment No. 3.
