§ Lord AUCKLANDMy Lords, I beg leave to ask the Question which stands in my name on the Order Paper.
§ The Question was as follows:
§ To ask Her Majesty's Government whether they have any plans to invite President Ceaucescu of Romania on an official visit to the United Kingdom.
§ Baroness LLEWELYN-DAVIES of HASTOEMy Lords, an invitation to President Ceaucescu to visit Britain was extended by the previous Government 2 and confirmed when the present Government took office. There has so far been no discussion of precise dates.
§ Lord AUCKLANDMy Lords, I thank the noble Baroness for her Answer. Is she aware that the President has visited all the other EEC countries? Bearing in mind the exchange of visits of Ministers which, under both Governments, has already taken place between Romania and ourselves, would it be feasible for another invitation to be sent to the President at a time when some very useful discussions could take place, particularly in view of the recent visit by the noble Lord, Lord Goronwy-Roberts, to that country?
§ Baroness LLEWELYN-DAVIES of HASTOEYes, my Lords, we are aware of the interchange of Ministers and we are indeed very glad about it, because it is very much Her Majesty's Government's policy to open up relations with Eastern European countries. I do not think that there will be any need to send another invitation, I think the position is understood by the President. And we very much look forward to a useful visit.
§ Lord DRUMALBYNMy Lords, at this stage is this not a matter which can best be settled through diplomatic channels?
